The WA Government outlines both pathways, and the City of Perth notes that a BA2 uncertified building permit application is commonly used for residential dwellings and incidental structures, with a legislated processing timeframe of 25 business days after lodgement.
Energy efficiency needs to be considered at concept stage
Energy performance is no longer something to think about at the very end. Under NCC 2022, new homes are required to meet the equivalent of a 7-star NatHERS thermal standard. NatHERS also states that new houses need a Whole of Home rating of 60 out of 100, and that these NCC 2022Â residential energy efficiency and condensation management provisions became mandatory in WA on 1 May 2025.
That has a direct effect on early drafting decisions. Orientation, glazing, shading, room placement, ventilation, and the overall building envelope all need to be considered while the design is still taking shape.
By addressing these requirements during concept design, the project can be developed with energy efficiency in mind from the outset. If these issues are left too late, the home may require avoidable redesign work to meet the required standard.
Owner-builders usually need drafting support even earlier
If you are planning to owner-build, early drafting support matters even more. The WA Government states that a registered building contractor or owner-builder approval may be required if a building permit is needed and the estimated value of the building work exceeds $20,000. The same guidance also makes it clear that owner-builders take responsibility for permits, standards, notices, and supervision of the entire project.
For that reason, owner-builders are usually better off getting drawings organised before approaching consultants, pricing trades, or trying to manage the permit process themselves.
